Dear SEC,

The market is supposed to be a free and efficient one in which known and SET rules are available to all. If changes were allowed to the market at the whim or ‘need’ of market makers, hedge funds, and others the market as we know it would fail. An inefficient market would allow unknown amounts of money to be siphoned off to benefit those who have access to these loopholes while leaving everyone else worse off.
Let corporations fail and be replaced by those who would do it better. That is the point of a free and open market.
Please Reject the proposal and set the standard for a free and FAIR market.
Best,
John Gagnon
