I didn't read every inch of the proposal but if I understand what I did read, I am not for the rule changes being proposed. 


I believe that even the stock market needs to have rules in place to hold all accountable parties. This goes for market makers, hedge funds and even transfer agents to some extent. By making some of these changes in the proposal, you remove accountability like margin requirements during times of volatility. What's to keep all parties from taking on positions that should be considered too risky? Boundries have to be set in place to ensure the safety of everyone involved. By allowing these change you are baisicalling removing the accountability from bad parties. These bad parties may tow the edge of the rules you set for them and therefore increase the risks they take. That would put all parties involved in a very risky position. 


Once again I am here to say I do not support these changes. I am an individual investor and I understand that this one little comment may not carry much weight. However, I do still believe in the United States of America where everyone has a voice.
