If high volatility and a lack of margin poses risks to members, why on earth would you require less margin? Just go ahead and make a rule prohibiting the price of any security to adversely affect members. Trying to pretend that there is some sort of integrity to the market and at the same time exempting certain entities from responsibility isn't fooling anyone.
