Thank you for the opportunity to comment on the proposed rule change by the options clearing corporations. If this proposal is allowed to pass it completely destroys all credibility and transparency in the system. I do not support its approval and feel it protects those that have abused and manipulated the system for large corporate hedge fund gains. This proposal completely destroys any hope for small investors to have a fair chance and rigs the rules in favor of naked short sellers. I do not support this idea and it must be stopped before millions of investors are forced to leave the market as that would be my best option. Thank you, James Jarvis
