This email serves to convey my adamant disapproval of the aforementioned proposal. The stock market has for too long served to increase the wealth of institutions at the expense of the retail investor. This rule would only serve to further create an unfair trading environment for retail and as such I felt it necessary to comment in order to potentially prevent this rule. Thank you
