I DO NOT AGREE WITH THIS. There is no reason to stay In these markets as a retail investor if you make the goal line movable. This does not need to pass. It makes the big boys untouchable and they are the reason the markets are screwed. Margin calls are a must. They chose to play by these rules then they need to die by these rules when they aren’t doing it right. SEC it’s your fiduciary responsibility to protect retail.
