To whom it may concern,

As a retail investor, I believe the proposed rule change by the Options Clearing Corporation should be fully rejected and not passed. There are many concerns about the OCC rule proposal due to the unfairness it brings to the U.S. stock market amongst all of its participants. It will allow certain institutions already highly leveraged to avoid increased margins calls which will not only put their own clients at risk, but the entire financial market as well.

Many other countries' financial regulators around the world have already put measures in place to combat naked shorting and other illegal trading practices, but here in the United States, it seems you are not doing enough in combating these similar issues.

We can not allow this proposed rule to pass if we want any resemblance of a fair and free market to exist for current and future generations of investors. It will only hurt our prosperity for our nation in the long run, if the world realizes our markets are not fair at all.
