This proposal must not be allowed to pass. I am a retail investor and I am a firm believer that it is possible to have a fair and equal market for everyone. But allowing institutions who purposely bend the rules for financial gain to enact new rules to evade their mistakes is unacceptable. Passing this rule will seriously compromise the integrity of our markets and will instill great distrust from investors world wide. Please take these comments seriously. Thank you.
