Hello, 


I am a household investor and tax payer. I am grateful for the opportunity to be able to comment on this rule proposal...but I am very disappointed something like this is up for deliberation. The idea that clearing agencies or similar institutions could have margins waived in volatile market scenarios is absurd to me. What is the point of margin, what is the point of supply and demand, and what is the point of the market if margins can get waived indiscriminately? What would be holding these institutions responsible and honest for the trades they have placed? When do household investors ever get considered for this special treatment? 


I am weary of my money being respected less and treated unfavorably by institutions. Let markets truly be fair. Please
