This proposed rule change does not protect investors. It protects over leveraged firms by allowing them to skirt margin requirements that every kind of investor is held to. How about we protect investors by holding everyone accountable for their actions; if they hold volatile investments they must be accountable for it in any circumstance. Perhaps there is an underlying issue that needs to be fixed so we don't have volatility spikes (not just covering it up). This is basically Robinhood all over again and it's not ok.
