I'm writing out of a deep concern for the future of our stock market. The proposed rule states that it is to \"perfect the mechanism of a free and open market\". I fail to see how halting legitimate trades on the NYSE while allowing trading to continue in lightly restricted \"dark pools\" is in the best interests of anyone in the retail trading system. The world is watching the US market closely, do not let this insult be what they see.
