For the reasons set out in my answers to File No. SR-CboeBZX-2018-040 which I sent on 09/29/2018 and is available here: https://www.sec.gov/comments/sr-cboebzx-2018-040/srcboebzx2018040-4460679-175814.pdf, especially regarding Manipulation in the Bitcoin and Futures Marketplaces, I would kindly like to request that you decline this ETP proposal for the time being.
Industry factors have not changed a great deal since my response to the original file, and although I could have created a new one specifically for this file it would have mostly been a duplication of effort (e.g. the risk factors amongst others set out in this Bitwise document on the SEC website is worrying: https://www.sec.gov/Archives/edgar/data/1746379/000149315218010390/forms-1.htm#a_001)
