Best execution is NOT enhanced by allowing more exchanges to disadvantage other traders. Whether or not one views HFT in a positive or negative light, there is no reason to disadvantage all "non-Customers," by giving priority to one class of traders who want to jump ahead of the queue to trade opportunistically.
