August 18, 2022 To Whom it May Concern, I recently became aware of this latest proposed rule change. Of course, I understand that such rule changes may be needed from time to time. However, I fail to understand the reason for this particular rule change, given the current market conditions. And I also question its timing. Therefore, on behalf of all retail investors, I feel that a more comprehensive explanation is needed before it is fully implemented. Thank you.
