Dear Mr. Gary Gansler,

As a working American citizen, I want to first thank you for choosing to serve the people of the United States as the Chairman of the SEC.

The purpose of this email is simple and straightforward. Please do not allow Rule 7.13 to go forward in any way. I believe that this rule would give one individual too much power over the retail industry. I don't believe it's in the \"best public interest\" for the CEO of NYSE to have this level of authority and power.

Secondly, I'm concerned about the conflict of interest that exists between Citadel's Securities in its various forms and the spouse of Jeffrey Sprecher (Chairman of NYSE), Kelly Loeffler, a former Senator of the United States.

As I'm sure you are well aware, the level of insider trading done by public officials has been disheartening for many working American's who have elected these individuals who chose to work as public servants. This information has been shared all over Twitter and other social media platforms.

The moral fiber of this country has been decaying and it is my prayer that true justice is done to prevent this from continuing to happen before it's too late.

Sincerely,

Paulo Martins
