As a retail investor I'm already at a restricted in terms of when/how I can purchase stocks. This rule will increase these restrictions further by halting my ability to purchase/sell stocks while allowing investment entities, like Citadel, to continue trading through dark pools. This has the potential to drop stock prices, induce panic, and allow further manipulation of the stock market to the benefit of these investment companies. I'm in complete opposition of this rule and it should not be allowed to pass or be implemented in anyway.
