This proposed rule filing would be detrimental to retail investors and the free market as a whole. This give institutional investors more time to trade in third party exchanges aka \"Dark Pool\" that retail investors do not have access to. It creates more manipulation in said markets that are already untrusted and in much need of transparency. I implore you to do what's right for the people of this country and fix the system by not allowing nefarious rules such as this to pass. The financial system of this country is already broken because of rulings such as this, They put the average American at a disadvantage to the market. Market \"circuit breakers\" are already utilized and more restrictions are not needed or wanted.
