This rule is unabated blatant manipulation and absolutely fraudulent. It creates a loophole to allow financial terrorists a loophole to continue their corrupt theft and fraud of the stock market. This rule is designed to rake the retail investor over the coals. It must be repealed and the corruption must stop The integrity of American markets has eroded in epic proportion and its demise will be cemented if this rule allows it to continue.
