My understanding is that under this law, when a halt is enforced not everyone is suspended from trading. I feel that everyone should be suspended until the halt is removed. If it is not done this way, the price/stock can be manipulated excessively. I have seen this occur before. I feel there is too much manipulation in the system already. Are we being protected or manipulated? Either everyone is halted or none at all.
