I totally oppose this proposed ruling. It is NOT to protect the public. It is to give more shelter to the market makers. If you REALLY want to protect the public then you should suspend Dark Pools and Self-Regulation of the major players. I also think that your 'fines' are not punishment for what is going on in the market. It doesn't stop the naked shorts and the greed. GREED HAS NO CEILING It's not going to go away by itself. YOU are in a position to change it and freezing the market for retail isn't the answer.
I totally feel like telling you this will be a waste of my time. Hoping you prove me very wrong.
