Proposed Rule 7.13 threatens the value of all stocks and options, especially since the securities would be allowed to trade on an unlisted trading privileges basis other markets. The playing field was never level to begin with, and now this blatant move to tip the scales even heavier against retail investors? Do better, SEC. You all should be embarrassed.
