To whom it may concern:

I am greatly against this rule change. As a retail investor, I have no access to trade my securities on any other non-regulated exchange. This means that if the Chair decides in THEIR opinion that it is in the beat interest to halt trading, most if not all retail investors can do nothing while hedge funds and market makers use dark pools to continue doing business. From how this rule reads to me and how I have witnessed the total lack in the desire to make the market free and fair, I believe one corrupt Chair can do significant damage to the market by simply saying it was in their opinion to halt trading to be the best option for all, when in reality it was the best action for the few and powerful who have bought the chair's allegiance through donations. I hope a reversal of this rule will happen shortly.
