This rule should absolutely not be able to pass. Suspend the NYSE at any given time and keep the dark pools running? Wow? If I had any faith in the us stock market it will be gone if this is allowed to pass.
The dark pools are used to hide the real buy pressure to artificially lower the price of a security. This is literally theft. If you were going to suspend any it should be the actual dark pools.
