You know full well the trading halts are not for the protection of \"retail\" investors. Rather they protect the margins of institutions and high value investors. This should not be a capability exchanges have. Retail risk and institutional risk should be equal. This model does not discourage risky investing behaviour for retail investors but only limits the potential downside forinstitutioms with the capability to orcestrate these stops.
