I am strongly opposed to this amendment. The only thing this proposed policy would do is concentrate power and authority in a way that would be (and almost certainly will be) abused in a way that only hurts individual investors. This proposed policy gives more power to institutional investors, firms, funds, etc. The only think that will happen is individual and retail investors will be locked out of trading and the institutional investors, firms, funds, etc. Will be free to continue dark pool abuse and manipulate prices against the individuals. The fact this is being considered really shows how attacked the deck is against individuals.
