To whom it may concern,
As a retail investor I am quite bothered by the actions of the NYSE. This rule change could give them the ability to interfere with free markets and without being given any extra oversight. It also takes away my freedom of choice. If I invest in a highly volatile stock thats my decision, and I believe I should have the right to sell or buy when I deem necessary. An Exchange that determines when you can buy and sell doesnt belong in a free market.
