As an individual retail investor, I strongly oppose this amendment. Given the events earlier this year when brokerages halted the trading of certain securities, causing major losses for investors, I am very concerned that this new rule may be used arbitrarily at the expense of retail investors. This new rule, as it is written, does not live up to the promise of a free and fair market and it further solidifies that the SEC is an incompetent regulatory agency.
