Good morning, I am a retail investor and I do not think you are putting forward this proposal in order to protect us at all. The 2 days trading halts would just give other bad faith actor to perform more transactions in the dark pool, which SEC has been failing to regulate for a long time, in order to manipulate the halted security further. If this ruling ever gone through, please consider my faith in the US capital market is gone completely and do not expect any form of investment from me ever again.
