Halting trading for everyone except dark pools is a free pass for large untrustworthy institutions to manipulate the price to limit their loses on unwise investments theyve made. A free and fair market means free and fair for all not new rules for them when they make unwise investments. I dont need a government agency to suspend a free and fair market to protect me. Protect investors by going after those breaking the law.
