I am writing to comment opposition to this rule. I feel it compromises the very notion of a free market, by giving power to brokers and firms to suspend trading. Under the guise of benevolent action, it is impossible to guarantee who is actually being hurt and who is benefiting. Since the most wealthy investors have the most to gain and lose in volatile moments, if seems clear to me those are the parties who most profit from the ability to close trading. This is fundamentally wrong and antithetical to the values we are purported to champion, as a country.
