Dear Sir / Madam, 


I am greatly opposed to rule change SR-NYSE-2021-60. I believe this works against the interests of retail investors and gives further power to bad actors in the market. If this rule change goes ahead, I will lose faith in the SEC and their ability to protect retail investors.
