To whom it may concern,
 
No single individual or hedge fund or bank institution should be allowed to determine what is or what is not in the best interest of everyday retail investors, whether in the US or abroad, while they are investing in the US stock exchange.  
 
A free and fair market would not allow for manipulation of price via halting of trading at any time.
A free and fair market would require the seller and buyer of a stock to fulfill all terms of any trade, regardless of price, volume, public sentiment, or possibility of financial crisis for any company which attempts to short a stock.
A free and fair market would require true and complete transparency at all levels of trading and transactions.
A free and fair market would offer the same protections for all traders, whether they are day-traders, retail traders, hedge funds, or brokers.
