To whom it may concern: Please do not approve this rule. Having read this rule as a retail investor, I can only presume that this will not, in fact, create a “free-er” and “fairer” market for me or my fellow retail investors. Per the verbiage, trading can be halted for retail investors while market makers and prime brokers can continue to use ATS’s. How could this possibly construed as “fair” and “free”? Trust and faith in the American stock market is already low, but there is room for this to drop even lower. Please, choose to reject rules that harm retail investors.
