To whom it may concerns, As a retail investor, this draft maat de me question even more of free, fair and transparent of US stock market. Since US securities market reputation is already badly damaged following the trading restrictions put in place by several brokers back in January. I am afraid that this will give even more power to the big players in financial world the potential to unduly and unfairly influence free trade when it most suit them, at the expense of everyday unvestors. I strongly against this proposed rule to pass. It is not appropriate for a free and fair market. Best regards, Mindlere Shin
