As a retail investor I do not support this new rule as it is entirely too ambiguous and left at the discretion of individuals. Be transparent in your rulings IE trading is suspended when some systematic conditions are met. These conditions should be made aware to all participants in the market as opposed to someone’s “opinion”. This leaves retail investors defenseless as institutions can continue to trade on “suspended” securities while retail is locked out. Presumably you have also selected a 2 day period to allow for trades to settle before resuming trading. This is advantageous for short sellers whom exploited similar situations in January 2021 when brokers illegally colluded and marked several securities as PCO so large hedge funds could safely exit their short sale positions. The Commission should deny this rule to protect retail investors.
