Please dont pass this rule. As a retail investor, I am looking for a fair market to invest my hard earned money and try and make enough to live on when I am old. This new rule proposal does not help the small retail investor. This new rule gives banks and institutions additional power where they can short stocks in their benefit, since they made poor decisions and should suffer the consequences of their poor decisions. These large corporations should not receive additional bailouts similar to their screwups in 2008 with this new rule proposal Thanks you, a retail investor trying to play a fair game in a already heavily corrupted U.S. Stock Market! --- Best regards Marcel Block
