Hello, 


I am a taxpaying citizen of the United States of America. I am also a retail investor in the stock market with an interest in free and fair trading for all parties. 



I am disturbed by the proposed rule SR-NSCC-2022-801. This rule will not benefit retail investors in any way, shape, or form, and will only serve to make the markets less free, less fair, and more skewed in favor of Wall Street institutions. 



This proposal would allow Wall Street institutions to make massive gambles (with taxpayer money!) and face absolutely no repercussions or consequences if their gamble turns out to be a losing one. This will only harm the people of this country, will prevent honest price discovery from occurring, and give these powerful players even more control to manipulate and control the markets. 



I am very frustrated by this administration's lack of initiative to stop systemic risk, naked short selling, payment for order flow, and abuse of dark pool trading. I strongly request that this rule not be implemented, and that the SEC takes more aggressive actions against the institutions which are harming the integrity of our markets.
