Dear Sir or madame, 


I’m a retail investor from Germany and I’m really concerned about rule “ SR-NSCC-2022-801”. This rule is not in favor for retail investors, rather for market participants like market makers, big banks, hedge funds and short sellers etc. who are the only once responsible for creating FTDs and are capable of naked shorting. This new rule is just another attempt of letting big institutional players getting away with what is already marked as illegal market practice. 
So instead of proposing new rules to let those participants easily get away with above mentioned practices, those practices shouldn’t happen in the first place! 


I hope you will listen to us, the retail investors , who you are supposed to protect. I discussed this new rule with many of my friends who all seem very concerned. 


Again, to be totally clear, I don’t support this rule at all and I will lose hope in you protecting the retail investor.
