To Whom it May Concern, 


I am at best a novice investor and have been learning what I can about how the system works. Based on my understanding, I am extremely concerned about the newly proposed rule that would allow Failure to Delivers to thrive and be abused by market makers. I believe that this new rule can be used in conjunction with other systems that can be abused such as naked shorting and dark pool routing to render moot the invisible hand and artificially control the price of equities. I do not believe this benefits investors and likely will cause significant harm. 



I request this proposed rule be denied and that similar rules not be allowed to be proposed. This is not the first proposal on the topic that has occurred and it seems as though investors would not like such a rule to be implemented. 



I appreciate your time and energy. I request that you continue to be vigilant about ongoing predatory behavior by financial institutions.
