This rule should not be passed. IT protects hedge funds and other players from their illicit acts of naked short selling and does not allow transparency to the consumer. These unlawful purchases destroy companies and now you want to protect the perpetrators. Stand up for free markets, stop the dark pools and payment for order flow. There are huge conflicts of interest and coolusion between parties that you are ignoring. DO YOUR JOB. Rikki Rainey
