This proposed rule tilts the stock market advantage in favor of institutions and reduces the retail investor's ability to fairly compete. Without competition, the stock market is a monopoly, not dissimilar to a casino. Please rewrite or disallow this rule from proceeding because it simply allows overleveraged institutions to kick the can further down the road. The precarious situation the market and economy is in is not because of retail investors so they should not receive the short end of the stick. Please take my words seriously.
