Why would this even be considered? If some one makes a bad bet, they should be held responsible for it. Allowing any one to sell an asset that they do not have, and have no intention of purchasing when needed is plain fraud. If they cannot deliver, they should not be allowed to participate. Stop giving market makers and hedge funds so much leeway and hold them accountable. You are actively hurting retail investors and american companies.
