It is absolutely unforgivable to try to make these changes with the current state of failure to delivers and orders being routed through dark pools. This change would negatively affect retail far greater than any other trading group and that is unacceptable. This change would create massive instability in the trust in the market due to pulling the rug out from under anyone who is betting against the current status quo. This needs to be halted.
