To WHom it may concern. 


I am a lifelong investor who is concerned about the new proposed rules: 
SR–NSCC– 2022–801 

SR–NSCC– 2022–803 


The idea of offering liquidity to those who made transactions that performed poorly to give them a chance to revive themselves is counter-intuitive to a free market. Typically there is a winner for every loser. If I were to make a poor transaction and margin were to be called, I do not get a bail out. 


The free market is a pillar of what has made America a global leader. I do not support these rule proposals and would encourage those who made poor transactions to be treated like any retail investor in that same position. 


Thank you for reading my position and noting a retail investor like myself is as important as a larger trading firm. If retail loses faith in the market there will be no market.
