Hello, I'd like to register my serious concern at this proposal. As a retail investor with limited access to market information that would help me making my investment decisions. I believe this rule would be harmful to all retail investors and do nothing but assist institutions in maintaining the status quo. Please do not let this rule pass, it flies in the face of the moral obligations of that the SEC face. Thank You A concerned retail investor
