Dear SEC, 


File number SR-NSCC-2022-003 is a poor rule that will give financial institutions the ability to increase share lending without accountability. Please don’t allow this proposal through. The rewards do not outweigh the risks. This rule is clearly not for the fairness of the market, (which is what you should not only promote, but take actions in favor of). Creating rules so companies never have to own up to their bad investments is not a fair market rule. This would be wrong, unethical, and downright maddening to retail investors. Please don’t make this mistake. 


If you would like to create some rules for fair market practice, I recommend you investigate PFOF and Dark Pools.
