Subject: SR-NSCC-2022-003 - A rule that ONLY benefits the NON-retail investers

Dear SEC, 


I started as a defensive investor in the US-market and to be fair the market has been a total mess! To be clear the market is obviously in favor of institutions or the very rich who want to keep the hard working tax payer poor! 


This rule's purpose is absolutely out of this world. First they short stocks that they conspire against to go bankrupt while there are millions of people that like these stocks and invest their private time into. 


At the moment or probably always as we all know is that hedge funds illegally shorted these stocks and created this fiction of being overconfident that they control all these investors that just put their hard earned money in the market for a good pension for the last part of their lives. All these shorts are ruining lives by thinking they can short stocks and never ever pay something back by making companies go bankrupt. 


This rule does not represent a free market and as you already know, hedge funds just created a mess with the position they are in right now and want a way out without covering the position they have right now. 


I am definitely against this rule and this is just unacceptable for a free market. If i have debt i have to pay and they got the pay their debt.
