Hello Sec, 


I am a retail investor from Australia. 


I believe rule sr-nscc-2022-03 is not in the best interests of a free and fair market and investors. This rule only allows bad actors more ways to reduce their already existing obligations. Another band aid to help bad actors. The nscc can easily prevent these ftds, yet chooses not to. This is just another way to fleece money from investors while mitigating the risk for the shorters. 


This rule also creates more market complexity and would once again reduce transparency through the closed dtcc system. 


I do not support this rule.
