Good day, 

I am a retail investor, and have been reading up more and more as I manage and invest my funds in global markets and USA Equities. 

The above proposed rule was brought forward by a friend, I would like to express my concerns regarding this proposed rule. 

It appears that this rule goes against the fair market mechanics and gives an unprecedented amount of power and scop to bad actors who could use these mechanics. 

It is my understanding that the rule was set in place to alleviate Fail To Delivers, however in practice it appears to do nothing to eliminate them. This rule proposal effectively protects the action of naked short selling, which is already illegal. 

This rule leverages the complexity of financial vehicles to put power in the hands of institutions, effectively safe-guarding them from their own bad bets. Passing this new rule would only further deteriorate the American, Canadian and all global investor’s public's faith in a "free and fair market". 

I urge you to withdraw this proposal immediately.
