To the Security and Exchange Commission, Please understand that propositions SR-NSCC-2022-003 and thusly SR-NSCC-2022-801 do not protect the retail investor, and instead protect market makers and hedge funds by allowing a path to ultimately short any stock of their choice, at a whim, for any duration without repercussion. The NSCC is proposing this in order to continue creating confusion and contributing to a failing economic system due to how hidden the system is from the general public. Retail investors do not want this, but instead want a transparent and open system, which may instead be achieved through other routes such as eliminating PFOF and eliminating dark pool abuse by requiring transactions for stock to occur on public exchanges. Please understand the seriousness of this proposition and that it should be scrapped, and continue working towards a transparent and open system that everyone can participate in equally and fairly, to create a proper and just market that America should have, but currently does not. Thank you, A concerned retail investor of Illinois
